1996 Viper RT10 with 3000 miles. When I lay off throttle it spits (light rumbling backfire) is this common? Always happens when gearing down to second or first.

Yes.

Popping happens when you close the throttle, causing the engine to suddenly run very rich, as the engine is still sucking, but you're not letting it get enough air. A wet charge gets into the exhaust, where it finds hot metal, and lots of air this is especially pronounced in a very free-breathing exhaust.

Most of it is attributed to the dual firing plug setup, so it is
something that you just have to put up with.
However, if it gets more pronounced, it can be a symptom of a problem.
If a plug wire is bad and arcing to a ground - you will notice a lot more popping, because the plug firing will favor the exhaust spark.
You can usually diagnose this by looking under the hood in the dark, and
look for spark arcing - usually at the exhaust manifold(headers).

Remove cats and original mufflers, no longer just the rumble, also spitting flames off exhaust pipes!!

Now, how cool is that!

My buddies commented my flames on the way to Chucks B-B-Q.

Expecially fun during night time!

Noise level is "somewhat" high... Does not really bother me.

I kind of like the occasional backfire, too, and am relieved to know it isn't signalling anything majorly wrong. My '95 "did it" maybe a half-dozen times on my 5600 mile road trip.

Mine does it a LOT! Very loud, lot's of fire! It only started when I completely gutted the exhaust. I just assumed it was normal.
