to replace the springs. He says they must be "weak". Has anyone ever heard of the springs becoming weak over time? The hood on my car was replaced with a 1996 R/T hood and ever since the hood won't stay open.

Yes, the springs are probably weak. This happened to my 97 GTS and I was told that some springs did not get the proper heat treat and were taking a permanent set with use. Get them replaced and you will fix the problem.
