Leak-down of fuel pressure fairly common on Gen I RT/10's...our 95 had new pump replaced under warrenty.. if you turn key on for several seconds, then off, then on again(2-3 cycles) to allow pressure to build up, and then it starts, could be you have a similar problem...get it checked as soon as you can. I would be interested in what others have to say, especially on a 99. Good luck.

My fuel pump gets pretty noisy after driving for a while in my 94 RT. It doesn't seem to be getting any better or any worse. After the car is warm for a while, maybe 30 miles of driving, it starts making a noticeable humming/whining sound. Is that normal?

Had to have the fuel pump replaced in my 98 GTS because of fuel pressure leak down. My warranty covered the cost. I was experiencing rough starts after the car had been driven, turned off for a while, then re-started. Have your Viper tech do a fuel pressure leak down test.
