You would need something capable of altering the fundamental engine parameters (fuel, timing, etc.) in a way that is not achievable via a reflash (not to mention needing something that is more easily tunable--the only way to alter or retune a reflashed PCM is to send it off and have it reflashed again). As mentioned above, AEM (a complete standalone EMS) or the VEC2 (works with stock PCM but has direct control of injector pulsewidth, etc.) would get the job done. A splitsec setup probably could work as well, but it seems a lot of people are migrating to the VEC2 for a piggyback/hybrid system because it controls injector pulsewidth rather than manipulating the MAP signal like the splitsec.
