You guys haven't tried to organize any kind of "car" event...
The guy was probably telling the clown in the Viper to stop it. With insurance requirements, unwilling parking lot owners, strict track owners, etc, a stupid little burnout in a publicly accessible area can throw the organizing body out, never to return.
One of the larger autocross clubs near here lost a beautiful site when a bunch of kids did burnouts in the lot nearby. The locals decided the event, though well-organized, was going to attract the wrong crowd, so they said don't come back.
The club I run with uses an airport taxi way, so there are additional requirements on trash, vehicle access, signing waivers, wearing wrist bands, damage to the blue lights, and the list goes on. I don't doubt had that Viper been at our event, someone would be dragging the driver out of the car - it is that hard to find a site.
