Stuck Gas cap

Went to fill for the first time and gas cap wouldn't open?
I've seen it open before but couldn't get it open at gas station.
Thought I'd ask first to see if any of you have had similar problems?

Please tell me if these tires are OEM.
Front & rear Michelin Pilot Sport
Front:275/35/ZR18
Rear:335/30/ZR18

What year car? RT/10 or GTS. Tire sizes look correct for a 98-02 car.

Put a string behind the gas cap and pulled it open only to find to
small rubber donuts that position the cap level. repositioned them
and cap was fine.
Newbie problems?
