Sounds like the way Texas is now. 1 in 5 without ins.
We have a simular problem here in Louisiana. A few years ago a young woman(early 20's) hit my daily driver parked in front of my house & wiped out the drivers side. Called police, & they had to let her go on the spot. Why I asked ? For 1 She didn't work, on welfare, had a baby with her, didn't own anything,& no insurance. They told me I should be thankful she didn't run thru my House.
