#10 - relay/solenoids fuse keeps blowing

97 GTS

The 10amp fuse in the #10 spot dash keeps popping once the key is turned to "on". This prevents the fuel pump from getting any power. AKA, car won't start. Insult to injury, the car is at a friend's place.

Since figuring out that #10 keeps popping:
Tightened the negative battery terminal & strap
Tightened the fuse prongs

Fuse still pops

Does anyone have a clue why this is happening?

Look at the map on the fuse box cover, what does it feed?

Tightened the negative battery terminal & strap, and tightened the fuse prongs, but the fuse still pops.

here's a picture of the fuse box cover, the "relay / solenoid" sticker under the right prong of the fuse is what keeps popping

Jon B gave me a little insight, that fuse powers:
Purge-EVAP cannister;
PCM;
Daytime RL cavity

I'm thinking it's the PCM that's blowing the fuse. Doing some research I've found that o2 sensor wiring can cause this fuse to blow. Does anyone know of any other common reasons for it blowing?
