I have a 1998 viper gts that is lowered with eibachs. My question is can I run 19x10's in the front and 20x13's in the rears with Pierlie rubber.

yes they would fit but running staggered wheels on a GTS is a bad idea. It has an adverse effect on handling and with the rear sidewall height being lower than the front it looks ... well, wierd in my opinion
